DS-260 photo upload not working? Where the photo actually goes

If you cannot find or cannot complete a photo upload in the DS-260, the most likely answer is that there is nothing wrong: the State Department's photo FAQ says immigrant visa applicants using Form DS-260 provide two identical printed photos at the visa interview rather than uploading one with the form. Digital photo uploads belong to the DS-160 nonimmigrant application and the DV lottery entry, or happen in CEAC's document section when NVC or a consulate specifically requests a file, and that uploader has a known failure mode of its own.

Which form actually takes a photo upload

The official photo FAQ draws the line clearly. Nonimmigrant applicants filling out the DS-160 or DS-1648 online form submit a digital image inside the application. Immigrant visa applicants using Form DS-260 provide two identical photos at the interview. Diversity Visa Program entrants submit a digital image with their entry at dvprogram.state.gov, and DV selectees then bring two printed photos to their interview like any other immigrant visa applicant.

When you are asked to upload a photo in CEAC

Some applicants are asked by NVC or their consulate to submit a photo file through CEAC's document upload section. That file should meet the official digital spec: a square JPEG between 600 x 600 and 1200 x 1200 pixels, under 240 KB, on a plain white or off-white background, unedited and taken within the last six months. If a compliant file still will not go through, CEAC's uploader has an acknowledged problem, most visibly the Invalid Image Detected error, and the State Department's own workaround is documented at /guides/ceac-invalid-image-detected: save as PDF, save it again so it is flattened, and re-upload.

The printed pair still has rules

The two interview photos must be identical, printed on matte or glossy photo-quality paper, 2 x 2 inches, taken within the last six months, and unedited. Have them printed from the same verified digital file so the prints and any uploaded copy match.
