You have 90 daysto respond, and if the replacement photo meets the spec, your original application fee still covers it, no extra government fee. DS-160 and online forms: usually free to retry, not always free to resubmit
The DS-160 online nonimmigrant visa form validates your photo before you can submit, so a rejected upload just means re-uploading. The $185 visa processing fee (for most non-petition-based visa types) is not charged until the form is actually submitted, so a photo that fails validation costs nothing extra, only time before your interview slot.
