Photo problems as a cause of rejection and delay
- United States:the State Department states, on both its photo guidance and its online renewal upload page: “Unacceptable photos are the number one reason why we put passport applications on hold.” No percentage is published. - New Zealand: the Department of Internal Affairs assessed nearly 50,000 passport photos in April 2023 and rejected 9,497 of them, about 19 percent, with similar rejection rates in the previous three months. - United Kingdom:HM Passport Office does not publish a rejection rate. Its digital photo rules require a photo that is, in its words, “unaltered by computer software”, taken against a plain light-coloured background and in clear contrast to it. Source: gov.uk, Passport photos.

The clearest trend of 2026: editing a photo is treated as a fraud risk, not a convenience. What each government actually says:
