Canada opened online passport renewal to all adults (July 28, 2026): you still cannot use a selfie

What changed on July 28, 2026

Immigration Minister Lena Metlege Diab announced in Vancouver that the online renewal service, previously limited, is now available to all eligible adults applying from within Canada. Supporting documents are uploaded rather than mailed in or brought to a Service Canada Centre, and there is no appointment to book.

The scale of this matters for wait times. IRCC expects roughly 4.6 million passport applications in 2026, up from 3.8 million last year, and around two million of those are considered suitable for online submission. Applications that go in clean move; applications refused on the photo go to the back of the queue.

Who is eligible to renew online

The official eligibility list on canada.ca comes down to six conditions. Your current passport expires within 6 months or has already expired. Your home address and mailing address are in Canada. You do not need the new passport within the next 20 business days plus mailing time. Your name, date of birth, place of birth, and gender are the same as on your current passport. Your passport was not damaged, seized, or surrendered. And your passport has no observations printed in it.

If any of those conditions fails, you apply through the regular paper or in-person channels instead. Child passports are not part of this expansion.

The rule that will refuse the most applications: no selfies

This is the single biggest misreading of the news. In the US, online renewal lets you upload a photo you took yourself. Canada does not. IRCC requires the photo to be taken in person by a commercial photographer or studio, and the online form asks for the studio's name, address, and the date the photo was taken. A phone selfie does not satisfy the requirement no matter how compliant it looks, and a scanned copy of a printed photo is explicitly rejected.

So book the studio first, and ask them for the digital original rather than a strip of prints. Prints are what most walk-in counters hand you by default, and they are the wrong deliverable for an online application.

The upload spec, and why studio photos still fail

The file must be a JPEG in portrait 3:2 ratio, between 1800 x 1200 and 4500 x 3000 pixels, between 200 KB and 5 MB, no more than 6 months old when you apply, with no editing of any kind. Your head, from chin to crown, must take up 45 to 50 percent of the photo's height. Photos with shadows, glare, red-eye, or red-eye corrections, sunglasses, or tinted prescription lenses are refused.

A studio photo is not automatically a passing photo. The common failures are background tone, head size, and shadows behind the head, and one wardrobe trap worth repeating: avoid white clothing, which blends into the background and gets photos refused. If something is wrong, retake it, do not edit it

The fix for a bad background or a shadow is a return trip to the studio, not a photo editor. IRCC lists AI background replacement as a rejection reason, and the spec requires an unedited file. Brightening, smoothing, or swapping the background turns a fixable problem into a refused application, and a refusal costs you far more than the retake.
