Converting the size does not make it compliant

Is 2x2 inches the same as 600x600 pixels?
At the standard 300 DPI print resolution, yes: 2 inches x 300 DPI = 600 pixels. Digital uploads specify pixels; prints specify inches.
Does converting count as editing the photo?
No. Cropping, resizing and compressing change the file, not the image content. Retouching, filters and background replacement are what US authorities reject.
